Stat. tit. 82, § 82-1087.8","heading":"Exemptions","body":"The Board, to the extent it deems practical, shall provide by\n\nregulation for exempting from the license and permit requirements of\n\nthis act:\n\n1. Research and development and experiments by state and\n\nfederal agencies and institutions of higher learning;\n\n2. Laboratory research and experiments;\n\n3. Activities normally engaged in for purposes other than those\n\nof inducing, increasing, decreasing or preventing precipitation; and\n\n4.
