Licenses to engage in activities for weather modification\n\nand control shall be issued to applicants therefor who pay the\n\nlicense fee required and who demonstrate, to the satisfaction of the\n\nBoard, competence in the field of meteorology and financial\n\nresponsibility reasonably necessary to engage in activities for\n\nweather modification and control. If the applicant is an\n\norganization, these requirements shall be met by the individual or\n\nindividuals who are to be in control and in charge of the operation\n\nfor the applicant.\n\nB. The Board shall issue licenses in accordance with such\n\nprocedures and subject to such conditions as it may by regulation\n\nestablish to effectuate the provisions of this act. Each license\n\nshall be issued for a period to expire at the end of the state\n\nfiscal year in which it is issued and, if the licensee possesses the\n\nqualifications necessary for the issuance of a new license, such\n\nlicense shall upon application be renewed at the expiration of such\n\nperiod.
