There is hereby created an advisory council to be known as\n\nthe \"Water for 2060 Advisory Council\".\n\nB. The Advisory Council shall consist of fifteen (15) members\n\nas follows:\n\n1. The Executive Director of the Oklahoma Water Resources\n\nBoard;\n\n2. Four members appointed by the Governor who shall be well\n\nversed in municipal, rural residential, and agriculture water uses,\n\nas well as water-efficiency practices and technologies;\n\n3. Five members, with one member being from each of the\n\ncongressional districts, appointed by the Speaker of the Oklahoma\n\nHouse of Representatives, who shall be well versed in recreation,\n\nindustrial, oil and gas, and irrigation water uses, as well as water\n\nand wastewater reuse practices and technologies; and\n\n4. Five members, with one member being from each of the\n\ncongressional districts, appointed by the President Pro Tempore of\n\nthe Oklahoma State Senate, who shall be well versed in soil\n\nconservation, small business, and environmental water interests, as\n\nwell as marginal quality and brackish water use practices and\n\ntechnologies.\n\nC. Appointed members shall serve at the pleasure of their\n\nrespective appointing authority.\n\nD. The Executive Director of the Oklahoma Water Resources Board\n\nshall serve as chair of the Advisory Council, with other officers\n\nselected by the Advisory Council as it deems necessary. Meetings of\n\nthe Advisory Council shall be held at the call of the chair. A\n\nmajority of the members of the Advisory Council shall constitute a\n\nquorum to transact business, but no vacancy shall impair the right\n\nof the remaining members to exercise all of the powers of the\n\nAdvisory Council. A vacancy on the Advisory Council shall be filled\n\nby the original appointing authority. Staff support for the\n\nAdvisory Council shall be provided by the staff of the Oklahoma\n\nWater Resources Board. Other state agencies shall provide support\n\nand information as requested by the Advisory Council.\n\nE. The Advisory Council shall have the following duties and\n\nresponsibilities:\n\n1. Recommend incentives to encourage improved irrigation and\n\nfarming techniques, more efficient infrastructure, use of water\n\nrecycling/reuse systems, promotion of \"smart\" irrigation techniques,\n\ncontrol of invasive species, artificial recharge of aquifers, and\n\nincreased use of marginal quality and brackish waters;\n\n2. Make recommendations regarding the expansion of education\n\nprograms that modify and improve consumer water-use habits; and\n\n3. Enhance existing, or develop new, financial assistance\n\nprograms that encourage Oklahoma water systems to implement leak\n\ndetection and repair programs that result in reduced loss and waste\n\nof water, as well as encourage consolidation and regionalization of\n\nsmaller systems in order to utilize limited resources most\n\nefficiently.\n\nF. The Advisory Council shall submit a final report of its\n\nfindings and recommendations to the Governor, Speaker of the House\n\nof Representatives, and President Pro Tempore of the Senate no later\n\nthan three (3) years following the effective date of this act.\n\nG.
