Stat. tit. 82, § 82-1278","heading":"Dissolution of district","body":"A regional water district may be dissolved by the district court\n\nfor the county in which fifty percent (50%) or more of the real\n\nproperty of the district is located upon application for that\n\npurpose filed by a majority of the members of the board of directors\n\nof such district. The application or petition shall be in writing\n\nand shall set forth either that the purpose or purposes for which\n\nthe district was created have not been achieved and that there is\n\nlittle likelihood that such purpose or purposes will be achieved\n\nwithin the next three (3) years, or that no plan for achieving the\n\npurpose or purposes has been prepared and that there is little\n\nlikelihood that such a plan will be prepared within the next three\n\n(3) years, or both, and request a hearing on such application or\n\npetition be set. The application must be signed by a majority of\n\nmembers of the board of directors. Said application or petition\n\nshall be filed with the clerk of the district court.\n\nIf the judge of the district court is satisfied that the\n\napplication or petition conforms to the provisions of this section,\n\nhe shall order the clerk of said court to give notice by publication\n\nof the pendency of the application or petition, setting the time and\n\nplace of the hearing thereon. Said notice shall be given in each\n\ncounty affected by the district. The time of hearing shall not be\n\nless than sixty (60) days from the date of the first publication.\n\nAny person affected by the proposed dissolution of said district who\n\ndesires to object to the dissolution of said district shall, before\n\nthe date set for the application to be heard, file his objections\n\nand state the reasons why such district should not be dissolved.\n\nUpon said hearing, if the court finds from the evidence\n\npresented that the application has been signed by a majority of the\n\nmembers of the board of directors and that the purpose or purposes\n\nfor which the district was created has not been achieved and that\n\nthere is little likelihood that such purpose or purposes will be\n\nachieved within the next three (3) years, or that no plan for\n\nachieving the purpose or purposes has been prepared and that there\n\nis little likelihood that such a plan will be prepared within the\n\nnext three (3) years, or both, the court shall enter an order\n\ndirecting said district to be dissolved and its lands or other\n\nproperty released.\n\nUpon such order, the directors shall immediately notify all\n\npersons having claims against the district of such action and shall\n\nadjust, settle, and pay all claims, and dispose of all property of\n\nthe district.\n\nAfter all the property of the district has been disposed of and\n\nall of its obligations have been paid, the directors of the district\n\nshall file an affidavit with the clerk of the district court. The\n\naffidavit shall state that the district has disposed of its\n\nproperty, has paid all of its obligations and shall describe the\n\nlands or property to be released from the district. The court shall\n\nthen declare said district dissolved and its lands and property\n\nreleased.\n\nThe board of directors of the district shall then file a\n\ncertificate of dissolution in the office of the county clerk of each\n\ncounty in which the district is located.
