Rural water, sewer, gas and solid waste management districts\n\nformed pursuant to this act shall be operated without profit, but\n\nthe rates, fees, rents or other charges for water, gas and other\n\nfacilities, supplies, equipment or services furnished by the\n\ndistrict shall be sufficient at all times:\n\n1. To pay all operating and maintenance expenses necessary or\n\ndesirable for the prudent conduct of its affairs and the principal\n\nof and interest on the obligations issued or assumed by the district\n\nin the performance of the purposes for which it was organized; and\n\n2. For the creation of adequate reserves for the retirement of\n\nindebtedness, maintenance and other purposes necessary and expedient\n\nto meeting all obligations of the district.\n\nB. The revenues of the district shall be devoted, first, to the\n\npayment of operating and maintenance expenses and the principal and\n\ninterest on outstanding obligations, and, thereafter, to such\n\nreserves for improvements, retirement of indebtedness, new\n\nconstruction, depreciation and contingencies as the board of\n\ndirectors may from time to time prescribe.\n\nC.
