Stat. tit. 82, § 82-1324.12","heading":"Benefit units","body":"Plans, specifications, proposed operating budget, schedules of\n\nunit fees and benefit units, rules and regulations, estimates of\n\ncost for any proposed improvement authorized by this act shall be\n\nfiled with the secretary of the district. The total benefits of any\n\nsuch improvement shall be divided into a suitable number of benefit\n\nunits. Upon determining a schedule of benefit units and unit fees,\n\nthe board of directors shall cause a declaration of availability of\n\nsuch units for subscription to be entered in its minutes and except\n\nfor residents of cities and towns as provided in paragraph 5 of\n\nSection 1324.2 of this title any individual who fails to become a\n\nparticipating member within thirty (30) days thereafter shall not be\n\neligible to hold office as a director, nor shall any individual,\n\nfirm, partnership, association, or corporation which fails to become\n\na participating member within ninety (90) days after such\n\ndeclaration be qualified to participate at any meeting or vote at\n\nany election held thereafter unless such individual, firm,\n\npartnership, association, or corporation shall thereafter become a\n\nparticipating member. Each landowner within the district shall\n\nsubscribe to a number of such units in proportion to the extent he\n\ndesires to participate in the benefits of the improvements. As long\n\nas the capacity of the district's facilities permits, participating\n\nmembers of the district may subscribe to additional units upon\n\npayment of a unit fee for each such unit.
