Stat. tit. 82, § 82-1324.4","heading":"Petition for incorporation of petition - Contents","body":"Any two or more owners of lands may file with the county clerk a\n\npetition addressed to the board of county commissioners praying for\n\nthe incorporation of a district under the provisions of this act.\n\nThe petition shall give a legal description of the lands owned by\n\nthe petitioners and other lands which the petitioners propose to be\n\nincorporated into the proposed district and shall state:\n\n1. That the rural residents within such territory are without\n\nan adequate water supply, sewage facilities, gas distribution\n\nfacilities or solid waste management system to meet their needs;\n\n2. That the construction, installation, improvement,\n\nmaintenance and operation of all or any combination of water works,\n\nsewage facilities, gas distribution facilities and solid waste\n\nmanagement systems are necessary to provide an adequate water\n\nsupply, sewage facilities, gas distribution facilities or solid\n\nwaste management system to serve rural residents of the district;\n\n3. That such improvements or works will be conducive to and\n\nwill promote the public health, convenience and welfare; and\n\n4. That there is sufficient water available for purchase or\n\navailable for appropriation by the Oklahoma Water Resources Board to\n\nserve the needs of the district.
