The State of Oklahoma recognizes the personal hardships and\n\neconomic distress caused by flood disasters; in particular, the loss\n\nof life from floods, the physical and emotional impact of flooding\n\non individuals and communities, public and private property damage\n\nand disruption, the increased cost for disaster relief and the need\n\nfor preservation and restoration of the natural resources and\n\nfunctions of floodplains. Oklahoma also recognizes that it has\n\nbecome uneconomical for the private insurance industry alone to make\n\nflood insurance available to those in need of such protection on\n\nreasonable terms and conditions. Recognizing these problems,\n\nCongress enacted the National Flood Insurance Act of 1968, which,\n\namong other things, requires the development of a unified national\n\nprogram for floodplain management which sets out a framework for\n\nnational goals towards which agencies at all levels of government\n\nand in the private sector can work each within its own mission and\n\nrole.\n\nB. The purpose of the Oklahoma Floodplain Management Act\n\npursuant to the most current version of a unified program for\n\nfloodplain management is to:\n\n1. Protect the natural and beneficial functions of the\n\nfloodplain, to reduce damage and disruption to property from floods,\n\nto reduce costs of disaster relief and to reduce injury and loss of\n\nlife from floods;\n\n2. Assist state agencies, local governments and the private\n\nsector in developing local floodplain management programs and in\n\nobtaining training and funding therefor; and\n\n3.
