All floodplain boards that participate in the program shall\n\nadopt floodplain management regulations, which shall conform with\n\nthe requirements necessary to establish eligibility and to maintain\n\nparticipation in the program. The regulations shall include, but\n\nnot be limited to, the following:\n\n1. Incorporation by reference, specifying the date and panel\n\nnumber or numbers if appropriate, to the most recent flood insurance\n\nrate maps or flood hazard boundary maps prepared by the Federal\n\nEmergency Management Agency or more specific information to\n\ndelineate floodplains within the respective areas of jurisdiction;\n\n2. Requirements for the issuance of development permits for any\n\nplatting of land in floodplains, construction of dwelling units and\n\ncommercial or industrial structures in floodplains, and all other\n\nconstruction and development in the floodplains, which may divert,\n\nretard or obstruct floodwater and threaten public health, safety or\n\nwelfare; provided, that the regulations shall also include a\n\ndescription of the process to apply for and obtain a development\n\npermit to be issued by the floodplain board or accredited floodplain\n\nadministrator;\n\n3. Minimum flood protection elevations and flood damage\n\nprevention requirements for the issuance of development permits and\n\nuse of structures and facilities which are located in a floodplain\n\nor are vulnerable to flood damage. Regulations adopted under this\n\nsection are to be in accordance with any applicable state and local\n\nlaws, regulations and ordinances;\n\n4. Requirements to coordinate floodplain management regulations\n\nand to require advance notice to adjoining counties, municipalities\n\nor their respective floodplain boards before considering issuance of\n\ndevelopment permits; and\n\n5. A provision that the floodplain management regulations shall\n\nnot apply to the use of the usual farm buildings for agricultural\n\npurposes, the planting of agricultural crops or the construction of\n\nfarm ponds.\n\nB.
