Appeals of any final decision of the Oklahoma Water\n\nResources Board relating to a development permit shall be in\n\naccordance with the Administrative Procedures Act.\n\nB. Appeals of the decision of a county or municipal floodplain\n\nboard, or floodplain administrator, shall be taken to the board of\n\nadjustment for the area of jurisdiction involved in the appeal or to\n\nthe governing body of the county or municipality where no board of\n\nadjustment exists.\n\nC. Appeals may be taken by any person aggrieved or by a public\n\nofficer, department, board or bureau affected by any decision of the\n\nfloodplain board, or a floodplain administrator, in administering\n\nthe floodplain management regulations.\n\nD. The appeal shall be taken within a period of not more than\n\nten (10) days, by filing written notice with the appellant body and\n\nthe floodplain board, stating the grounds thereof.\n\nE. An appeal shall stay all proceedings in furtherance of the\n\naction appealed from unless the floodplain board, or the floodplain\n\nadministrator, from which the appeal is taken shall certify to the\n\nappellant body that by reason of facts stated in the certificate a\n\nstay would, in its opinion, cause imminent peril to life or\n\nproperty.\n\nF. The appellant body shall have the following powers and\n\nduties:\n\n1. To hear and decide appeals where it is alleged that there is\n\nerror of law in any order, requirement, decision or determination\n\nmade in the enforcement of the floodplain management regulations;\n\nand\n\n2. Reverse or affirm wholly or partly, or may modify the order,\n\nrequirement, decision or determination as ought to be made, and to\n\nthat end shall have all the powers of the floodplain board or\n\nadministrator from which the appeal is taken.\n\nG.
