No new development or substantial improvement to a\n\nstructure, or new fill, excavation or other floodplain use shall be\n\nallowed without securing a development permit from the floodplain\n\nboard in which the area of jurisdiction includes the proposed\n\ndevelopment, substantial improvement, fill, excavation or other\n\nfloodplain use.\n\nB.
