Contingent on available funding, the Oklahoma Water\n\nResources Board shall prepare and adopt a comprehensive state flood\n\nplan. The plan shall:\n\n1. Provide for orderly preparation for and response to flood\n\nconditions to protect against the loss of life and property;\n\n2. Be a guide to state and local flood control policy; and\n\n3. Contribute to water development when possible.\n\nB. The state flood plan shall include:\n\n1. An evaluation of the condition and adequacy of flood control\n\ninfrastructure on a watershed basis;\n\n2. A statewide list of ongoing and proposed flood control and\n\nmitigation projects and strategies necessary to protect against the\n\nloss of life and property from flooding and a discussion of how\n\nthose projects and strategies might further water development where\n\napplicable;\n\n3. An analysis of completed, ongoing and proposed flood control\n\nprojects included in previous state flood plans including which\n\nprojects received funding;\n\n4. An analysis of development in special flood hazard areas, as\n\ndefined by the Federal Emergency Management Agency; and\n\n5. Legislative recommendations the Board considers necessary to\n\nfacilitate flood control planning and project construction.\n\nC.
