In order to provide for the conservation, preservation,\n\nprotection and optimum development and utilization of surface water\n\nand groundwater within Oklahoma, the Legislature hereby establishes\n\na moratorium on the sale or exportation of surface water and/or\n\ngroundwater outside this state pursuant to the provisions of this\n\nsection. Unless otherwise repealed or revoked by the Oklahoma\n\nLegislature, the moratorium shall be in effect for a five-year\n\nperiod beginning on the effective date of this act or until such\n\ntime as the State of Oklahoma conducts and completes a comprehensive\n\nscientific hydrological study of the water resources of this state.\n\nB. Subject to the moratorium set by subsection A of this\n\nsection, no state agency, authority, board, commission, committee,\n\ndepartment, trust or other instrumentality of this state or\n\npolitical subdivision thereof, nor elected or appointed officer,\n\nmember of any governing body or other person designated to act for\n\nan agency or on behalf of the state, or a political subdivision\n\nthereof shall contract for the sale or exportation of surface water\n\nor groundwater outside the state, or sell or export surface water or\n\ngroundwater outside the state without the consent of the Oklahoma\n\nLegislature specifically authorizing such sale or export of water.\n\nC. Nothing in this section shall be construed as affecting or\n\nintending to affect:\n\n1. Any contract for the sale or exportation of surface water or\n\ngroundwater outside the state executed prior to the effective date\n\nof this act which has received legislative approval or was executed\n\npursuant to law, provided such sale or exportation of surface water\n\nor groundwater does not exceed eight million (8,000,000) gallons of\n\nwater per month; or\n\n2.
