Stat. tit. 82, § 82-277.15","heading":"Payment of claims against district","body":"No claims for goods or services shall be paid by the district\n\nuntil the claims have been allowed by the board. The claims shall\n\nbe paid only upon warrants signed by the manager and countersigned\n\nby the secretary-treasurer. The warrants shall state the date\n\nauthorized by the board and for what purpose. No warrant shall be\n\nissued or obligation incurred unless the district has sufficient\n\nfunds on hand to pay such warrant when it is presented for payment.\n\nThe district shall keep records of each warrant as issued and as\n\npresented for payment, showing the date and amount of such warrant,\n\nto whom payable, the date of the presentation for payment, and the\n\ndate of payment.
