Stat. tit. 82, § 82-277.4","heading":"Hearing - Notice - Order","body":"After receipt of the petition, the Oklahoma Water Resources\n\nBoard shall:\n\n1. Set the petition for hearing before a hearing officer in a\n\nplace of general convenience at the nearest county seat. The\n\nOklahoma Water Resources Board shall instruct the petitioners to\n\npublish, at their expense, notice of said hearing by legal\n\npublication for two (2) consecutive weeks in a newspaper of general\n\ncirculation, published in each county containing lands within the\n\nboundaries of the proposed district. Such hearing date shall be set\n\nnot earlier than thirty (30) days after the last publication date of\n\nsaid notice. In addition, owners of land included in the proposed\n\ndistrict, as reflected by the records of the county clerk of the\n\ncounty wherein the land is located, shall be notified by the\n\npetitioners of the hearing by registered or certified mail. Such\n\nnotice shall be mailed at least thirty (30) days prior to the date\n\nset for the hearing. The notice shall contain:\n\na. a brief statement describing the purpose of such\n\nhearing,\n\nb. a description of the territory to be included within\n\nsaid district, and\n\nc. the date and the time and place of the hearing at\n\nwhich all persons residing or owning property within\n\nthe proposed district may appear and be heard\n\nconcerning the petition;\n\n2. Permit filing of statements supporting or opposing the same;\n\n3. Approve or deny the petition and plan as the Oklahoma Water\n\nResources Board deems advisable;\n\n4. Include or exclude lands within the district, upon\n\napplication of the owners thereof, provided the Oklahoma Water\n\nResources Board finds that it is in the best interest of the\n\ndistrict and the owners of such land;\n\n5. If the organization of the district is approved, issue an\n\norder describing the boundaries of the district. The order shall be\n\nfiled of record within thirty (30) days after the date of issuance\n\nby the Oklahoma Water Resources Board in the office of the county\n\nclerk of each county or counties wherein lands included within the\n\ndistrict are located; and\n\n6.
