Stat. tit. 82, § 82-541.1","heading":"Board of directors - Federal contracts","body":"The board of directors of any conservancy district or master\n\nconservancy district, notwithstanding any other provision of this\n\nchapter, and in addition to all other powers conferred by law,\n\nhereby is authorized and empowered to enter into any contract or\n\ncontracts with the duly-constituted authorities of the federal\n\ngovernment under and pursuant to the provisions of Act of Congress\n\napproved June 17, 1902, 32 Stat. at Large 388, and Acts amendatory\n\nthereof and supplementary thereto (43 U.S.C. Sections 371 - 611),\n\nand is further authorizied and empowered to qualify as a \"local\n\norganization\" as defined in the Watershed Protection and Flood\n\nPrevention Act, as amended (68 Stat. 666, 70 Stat. 1088), and to\n\ncooperate with the Secretary of Agriculture of the United States in\n\ncarrying out, maintaining, and operating the works of improvement\n\nauthorized by said Act, for the accomplishment of the purposes of\n\nthe district, and by such contract or cooperation to enter into such\n\nstipulations and undertakings, assume such duties, establish and\n\nenforce such regulations, make such conveyances and assignments,\n\nestablish such tolls, rates, prices, charges, rentals and\n\nassessments, and conform to and enforce such regulations of the\n\nDepartment of the Interior, or such regulations, policies and\n\nprocedures of the Secretary of Agriculture, pursuant to the\n\naforesaid Federal Acts, as to enable said district to secure the\n\nbenefits of said Federal Acts. The board is hereby further\n\nauthorized and empowered to negotiate and contract with any other\n\nfederal or state agency and/or any other public entity in matters\n\nrelating to waters of the district. For the purpose of such\n\ncontract or contracts, the board of directors hereby is vested with\n\nall powers necessary and requisite to comply with the conditions and\n\nrequirements of said Federal Legislation, and of regulations\n\npromulgated thereunder; and no provision or limitation contained in\n\nthis Chapter which shall be in conflict with the provisions of such\n\ncontract or terms of cooperation shall apply to any contracting\n\ndistrict, nor shall they impair or limit the power and authority\n\nherein conferred. And such contract or terms of cooperation further\n\nmay provide that they shall remain in force until the district has\n\nfully discharged all obligations incurred to the United States or\n\nthe State of Oklahoma or its agencies thereunder.
