Stat. tit. 82, § 82-636.1","heading":"Authority to contract indebtedness","body":"The board of directors of any Conservancy District or Master\n\nConservancy District, notwithstanding any other provision of the\n\nConservancy Act of Oklahoma, and in addition to all other powers\n\nconferred by law, may borrow money and otherwise contract\n\nindebtedness for the purposes set forth in the Conservancy Act of\n\nOklahoma, and, without limitation of the generality of the\n\nforegoing, to borrow money and accept grants from the United States\n\nof America, or from any corporation or agency created or designated\n\nby the United States of America, and, in connection with such loan\n\nor grant, to enter into such agreements as the United States of\n\nAmerica or such corporation or agency may require; and to issue its\n\nbonds, notes or obligations therefor, and to secure the payment\n\nthereof by mortgage, pledge or deed of trust on all or any property,\n\nassets, franchises, rights, privileges, licenses, rights-of-way,\n\neasements, revenues, or income of the District.
