Stat. tit. 82, § 82-896.1","heading":"Termination of Scenic Rivers Commission - Transfer of","body":"rights and authorities to Grand River Dam Authority\n\nA. Effective July 1, 2016, the Scenic Rivers Commission created\n\npursuant to Section 1461 of Title 82 of the Oklahoma Statutes shall\n\nbe terminated. Effective July 1, 2016, the rights and authorities\n\nof the Scenic Rivers Commission shall be transferred to the Grand\n\nRiver Dam Authority. Effective July 1, 2016, all assets, funds,\n\nliabilities, allotments, purchase orders, outstanding financial\n\nobligations, encumbrances, records, equipment and property of the\n\nScenic Rivers Commission are hereby transferred to and placed under\n\nthe supervision and control of the Grand River Dam Authority.\n\nMonies collected or accruing to the credit of the Scenic Rivers\n\nCommission in the State Treasury or under the management of the\n\nOffice of Management and Enterprise Services pursuant to the\n\nprovisions of Section 1462A, 1462B or 1462C of Title 82 of the\n\nOklahoma Statutes as of the effective date of this act and after\n\nshall be transferred to the Grand River Dam Authority to assist in\n\nimplementing this act or as otherwise directed to support the\n\nactivities previously conducted by the Scenic Rivers Commission or\n\nthe employees of the Commission. Any other monies from\n\nappropriations, fees, licenses, fines, penalties or other similar\n\ntypes of monies that accrue in any funds or accounts after the\n\neffective date of this act in the name of the Scenic Rivers\n\nCommission or maintained for the benefit of the Commission are\n\ntransferred to the Grand River Dam Authority.\n\nB. Personnel employed by the Scenic Rivers Commission on the\n\neffective date of this act shall be transferred to the Grand River\n\nDam Authority subject to the following provisions:\n\n1. Classified employees transferred shall remain subject to the\n\nprovisions of the Merit System of Personnel Administration, as\n\nprovided in the Oklahoma Personnel Act;\n\n2. Unclassified employees transferred shall remain in the\n\nunclassified service and shall serve at the pleasure of the Grand\n\nRiver Dam Authority;\n\n3. All employees transferred pursuant to this act shall retain\n\nleave, sick and annual time earned and any retirement and longevity\n\nbenefits which have accrued during their employment with the state.\n\nThe salaries of employees who are transferred shall not be reduced\n\nas a direct and immediate result of the transfer;\n\n4. Should the Grand River Dam Authority implement a reduction\n\nin force, all employees transferred pursuant to this act shall be\n\ncredited for the time they were employed by the Scenic Rivers\n\nCommission; and\n\n5. The transfer of personnel shall be coordinated with the\n\nOffice of Management and Enterprise Services.\n\nC. The Scenic Rivers Commission shall cease operating as a\n\nCommission no later than July 1, 2016. The Grand River Dam\n\nAuthority Board of Directors may create an advisory board relating\n\nto the management of the property and area previously under the\n\nauthority of the Scenic Rivers Commission with consideration of and\n\nadherence to the provisions of the Scenic Rivers Act. Members\n\ncurrently serving on the Commission may be eligible to serve in an\n\nadvisory capacity if so appointed by the Grand River Dam Authority\n\nBoard of Directors and may serve for terms as authorized by the\n\nBoard of Directors of the Authority.\n\nD.
