Prepare, adopt and publish management plans and other\n\ndocuments to guide public and private activities and programs;\n\n2. Consider and comment on public and private practices and\n\nproposed actions that may affect a scenic river;\n\n3. Recommend standards for local government agencies whose\n\npolitical boundaries include all or part of a scenic river;\n\n4. Own and control public access points for scenic rivers, and\n\npurchase easements and fee title to land along the scenic rivers for\n\npublic purposes which are to be held by the Authority as an agency\n\nof the State of Oklahoma; and\n\n5.
