There is hereby created an Advisory Council on Workers'\n\nCompensation.\n\nB. The voting membership of the Advisory Council shall consist\n\nof nine (9) members. Any member serving on the effective date of\n\nthis section shall serve the remainder of his or her term. The\n\nchair of the Workers' Compensation Commission shall be an ex officio\n\nnonvoting member.\n\n1. The Governor shall appoint three members representing\n\nemployers in this state, one of whom shall be from a list of\n\nnominees provided by the predominant statewide broad-based business\n\norganization.\n\n2. The Speaker of the House of Representatives shall appoint\n\nthree members representing employees in this state, one of whom\n\nshall be from a list of nominees provided by the most representative\n\nlabor organization in the state.\n\n3. The President Pro Tempore of the Senate shall appoint three\n\nmembers, two who are attorneys representing the legal profession in\n\nthis state, one of whom shall be an attorney who practices primarily\n\nin the area of defense of workers' compensation claims, and one of\n\nwhom shall be an attorney who primarily represents claimants, and a\n\nmedical doctor or doctor of osteopathy actively engaged in the\n\ntreatment of injured workers.\n\nC. The term of office for appointees shall be as follows:\n\n1. The term of office for three positions, one each appointed\n\nby the Governor, the President Pro Tempore of the Senate and the\n\nSpeaker of the House of Representatives shall expire on January 1,\n\n2015;\n\n2. The term of office for three positions, one each appointed\n\nby the Governor, the President Pro Tempore of the Senate and the\n\nSpeaker of the House of Representatives shall expire on January 1,\n\n2016; and\n\n3. The term of office for three positions, one each appointed\n\nby the Governor, the President Pro Tempore of the Senate and the\n\nSpeaker of the House of Representatives shall expire on January 1,\n\n2017.\n\nD. Thereafter, successors in office shall be appointed for a\n\nthree-year term. Members shall be eligible to succeed themselves in\n\noffice.\n\nE. Any person appointed to fill a vacancy shall be appointed\n\nfor the unexpired portion of the term.\n\nF. The chair and the vice-chair of the Advisory Council shall\n\nbe appointed by the Governor.\n\nG. Members shall receive their traveling and other necessary\n\nexpenses incurred in the performance of their duties as provided in\n\nthe State Travel Reimbursement Act.\n\nH. Meetings of the Advisory Council shall be quarterly or as\n\ncalled by the chair or upon petition by a majority of the voting\n\nmembers. The presence of five voting members constitutes a quorum.\n\nNo action shall be taken by the Advisory Council without the\n\naffirmative vote of at least five members.\n\nI. The Commission shall provide office supplies and personnel\n\nof the Commission to carry out any of the duties that have been\n\nentrusted to the Advisory Council.\n\nJ. The Advisory Council shall analyze and review the workers'\n\ncompensation system, the reports of the Commission, and trends in\n\nthe field of workers' compensation. The Advisory Council may\n\nrecommend improvements and proper responses to developing trends.\n\nThe Advisory Council shall report its findings annually to the\n\nGovernor, the Chief Justice of the Supreme Court, the President Pro\n\nTempore of the Senate, and the Speaker of the House of\n\nRepresentatives.\n\nK.
