All unexpended funds, assets, property, records,\n\npersonnel and any outstanding financial obligations and encumbrances\n\nof the Workers' Compensation Court before February 1, 2014, are\n\nhereby transferred to the Workers' Compensation Commission. The\n\npersonnel transferred shall retain leave, sick and annual time\n\nearned and any retirement and longevity benefits which have accrued\n\nduring their employment with the state. The salaries of employees\n\nwho are transferred shall not be reduced as a direct and immediate\n\nresult of the transfer. There shall be no reduction-in-force as a\n\nresult of the transfer.\n\n2. Any unexpended funds, including interest thereon, held by\n\nthe State Treasurer in an interest-bearing division special account\n\nmaintained by the Workers' Compensation Court before February 1,\n\n2014, from which a self-insured employer's workers' compensation\n\nobligations are paid following nonpayment by the self-insured\n\nemployer for any reason, including insolvency, shall be transferred\n\nto the Workers' Compensation Commission. Such funds shall be\n\nexpended by the Commission only for the purpose of paying workers'\n\ncompensation obligations of the self-insured employer, and costs\n\nrelated to the administration of such obligations, to the extent of\n\nthe availability of such funds.\n\nB. 1. All unexpended funds, assets, property, and records and\n\nany outstanding financial obligations and encumbrances of the\n\nWorkers' Compensation Self-insurance Guaranty Fund Board before\n\nFebruary 1, 2014, are hereby transferred to the Self-insurance\n\nGuaranty Fund Board created in the Administrative Workers'\n\nCompensation Act.\n\n2. Any unexpended funds, including interest thereon, held by\n\nthe State Treasurer in the Workers' Compensation Self-insurance\n\nGuaranty Fund before February 1, 2014, shall be transferred to the\n\nSelf-insurance Guaranty Fund Board created by the Administrative\n\nWorkers' Compensation Act. Such funds shall be expended by the\n\nBoard only as authorized in the Administrative Workers' Compensation\n\nAct.\n\n3. Any claim existing or action or proceeding pending by,\n\nagainst or before the Workers' Compensation Self-insurance Guaranty\n\nFund Board when the Board ceased existence may be continued as if\n\nthe Self-insurance Guaranty Fund Board was not created, or the Self-\n\ninsurance Guaranty Fund Board may be substituted in the matter. The\n\nSelf-insurance Guaranty Fund Board shall be responsible and liable\n\nfor all liabilities and obligations of the Workers' Compensation\n\nSelf-insurance Guaranty Fund Board.\n\nC. All property and records of the Physician Advisory Committee\n\nbefore February 1, 2014, are hereby transferred to the Physician\n\nAdvisory Committee created in the Administrative Workers'\n\nCompensation Act.\n\nD. All property and records of the Advisory Council on Workers'\n\nCompensation before February 1, 2014, are hereby transferred to the\n\nAdvisory Council on Workers' Compensation created in the\n\nAdministrative Workers' Compensation Act.\n\nE. All unexpended funds, assets, property, records, personnel\n\nand any outstanding financial obligations and encumbrances of the\n\nMultiple Injury Trust Fund before February 1, 2014, are hereby\n\ntransferred to the Multiple Injury Trust Fund created in the\n\nAdministrative Workers' Compensation Act. The personnel transferred\n\nshall retain leave, sick and annual time earned and any retirement\n\nand longevity benefits which have accrued during their employment\n\nwith the state. The salaries of employees who are transferred shall\n\nnot be reduced as a direct and immediate result of the transfer.\n\nThere shall be no reduction-in-force as a result of the transfer.\n\nF. The Director of the Office of Management and Enterprise\n\nServices is hereby directed to coordinate the transfer of funds,\n\nallotments, purchase orders, outstanding financial obligations or\ne 137\n\nwith the state. The salaries of employees who are transferred shall\n\nnot be reduced as a direct and immediate result of the transfer.\n\nThere shall be no reduction-in-force as a result of the transfer.\n\nF.
