If the parties to an arbitration agreement agree on a method\n\nfor appointing an arbitrator, that method shall be followed, unless\n\nthe method fails. If the parties have not agreed on a method, the\n\nagreed method fails, or an arbitrator appointed fails or is unable\n\nto act and a successor has not been appointed, the Commission, on\n\nmotion of a party to the arbitration proceeding, shall appoint the\n\narbitrator. An arbitrator appointed by the Commission has all the\n\npowers of an arbitrator designated by the arbitration agreement.\n\nB.
