Stat. tit. 85A, § 85A-70","heading":"Promulgation of rules","body":"The Commission is authorized and directed to promulgate rules to\n\nestablish and implement a preliminary conference procedure designed\n\nto accomplish the following objectives:\n\n1. To provide the claimant an opportunity to confer with a\n\nlegal advisor on the staff of the Commission to be advised of his or\n\nher rights under this act and to ensure that the rights are\n\nprotected. The conference shall be held in the county where the\n\naccident occurred, if the accident occurred in this state, unless\n\notherwise agreed to by the parties, or otherwise directed by the\n\nCommission;\n\n2. To provide an opportunity for, but not compel, a binding\n\nsettlement of some or all the issues present at the time;\n\n3. To facilitate the resolution of issues without the expense\n\nof litigation or attorney fees for either party; and\n\n4. To authorize the legal advisor to approve compromise\n\nsettlements entered into while attending or as a result of the\n\npreliminary conference and those joint petition settlements entered\n\ninto under Section 87 of this act.
