Every claim, request for benefits, controversion of\n\nbenefits, request for a hearing, pleading, motion, and other paper\n\nof a party represented by an attorney shall be signed by at least\n\none attorney of record in his or her individual name, whose address\n\nshall be stated. A party who is not represented by an attorney\n\nshall sign his or her claim, request for benefits, request for\n\nadditional benefits, controversion of benefits, request for a\n\nhearing, pleading, motion, or other paper, and state his or her\n\naddress.\n\n2. The signature of an attorney or party constitutes a\n\ncertificate by him or her that:\n\na. he or she has read the claim, request for benefits,\n\nrequest for additional benefits, controversion of\n\nbenefits, request for a hearing, pleading, motion, or\n\nother paper,\n\nb. to the best of his or her knowledge, information, and\n\nbelief formed after reasonable inquiry, it is well\n\ngrounded in fact and is warranted by existing law or a\n\ngood-faith argument for the extension, modification,\n\nor reversal of existing law, and\n\nc. it is not brought for any improper purpose, such as to\n\nharass or to cause unnecessary delay or needless\n\nincrease in the cost of litigation.\n\n3. If a claim, request for benefits, request for additional\n\nbenefits, controversion of benefits, request for a hearing,\n\npleading, motion, or other paper is not signed, it shall be stricken\n\nunless it is signed promptly after the omission is called to the\n\nattention of the pleader or movant.\n\n4. If a claim, request for benefits, controversion of benefits,\n\nrequest for a hearing, pleading, motion, or other paper is signed in\n\nviolation of this act, the Commission, including administrative law\n\njudges, on motion or on their own initiative, shall impose on the\n\nsignatory, a represented party, or both, an appropriate sanction,\n\nwhich may include a judgment to pay to the other party or parties\n\nthe amount of reasonable expenses incurred because of the filing of\n\na claim, request for benefits, request for additional benefits,\n\ncontroversion of benefits, request for a hearing, pleading, motion,\n\nor other paper, including a reasonable attorney fee.\n\nB.
