In any case where an employer changes insurance carriers or\n\nwhere the employer having been self-insured, becomes insured or,\n\nhaving been insured, is approved to be self-insured, and the only\n\ndispute in a claim against that employer is the proper source of\n\npayment of benefits, the Commission shall direct that the\n\nappropriate compensation benefits be paid on an equal basis by the\n\ncarriers or self-insured employer.\n\nB.
