The term is not limited to a city, county or other political subdivision and need not, but may, be limited by political lines and boundaries. A large populous area under one or more governing bodies may be composed of several communities.\n      (2) “Employer,” “mass layoff” and “plant closing” have the meanings given those terms on October 3, 1989, in the Worker Adjustment and Retraining Notification Act (P.L. 100-379).","path":["07 - Public Facilities and Finance","26a.
