The standards shall include, but need not be limited to, the following provisions:\n      (1) No state funds shall be used for the construction of student or faculty housing, facilities for spectators at athletic events, recreational facilities, student health facilities or noninstructional portions of student centers; and\n      (2) State funds shall be matched by substantial contributions from nonstate sources, which may include tuition, property taxes, bond issues, gifts and grants.","path":["09 - Education and Culture","30.
