The rules adopted by the department shall:\n      (1) Define the term “minor plumbing installations” in a manner that does not include new construction;\n      (2) Designate which minor plumbing installations are under the inspection program; and\n      (3) Provide for random inspection of minor plumbing installations.","path":["12 - Public Health","36.
