The rules must include but need not be limited to:\n      (1) Standards to ensure the safe and appropriate collection, storage, transportation, treatment, recycling and disposal of septage;\n      (2) A process to issue, deny and revoke licenses or permits for the collection, storage, transportation, treatment, recycling and disposal of septage; and\n      (3) Any other provision necessary to implement the provisions of ORS 454.782 to 454.800.","path":["12 - Public Health","36.
