The rules shall apply to all water rights that have been established:\n      (1) By court decree;\n      (2) Under an order of the commission or the Water Resources Director in proceedings for the determination of relative rights to the use of water; or\n      (3) Through permits to appropriate water or certificates of water rights issued by the commission.","path":["15 - Water Resources, Agriculture and Food","45.
