A surcharge imposed under this section may be added to the amount tendered by the customer to offset fees charged to the department for acceptance and use of a credit card. A surcharge may not be imposed under this section until the department adopts rules specifying transactions for which the surcharge will be imposed.","path":["19 - Utilities, Vehicle Code, Watercraft, Aviation","59.
