The journal shall be in the possession of the city clerk and shall, at all times, be open to public inspection.\n(b) Recording.--For every vote, the yeas and nays shall be called and recorded by the city clerk. An ordinance shall and a resolution may be reduced to writing before the vote is taken on the ordinance or resolution.
