{"data":{"id":"us-pa/23-pa.c.s.-2931","jurisdiction":"us-pa","citation":"23 Pa.C.S. § 2931","heading":"Access to information.","body":"(a) Who may access information.--The following individuals may file a written request for nonidentifying information or identifying information or contact with the court which finalized the adoption, the agency which coordinated the adoption or a successor agency:\n(1) An adoptee who is at least 18 years of age.\n(2) An adoptive parent of an adoptee who is:\n(i) under 18 years of age;\n(ii) adjudicated incapacitated and is 18 years of age or older; or\n(iii) deceased.\n(3) A legal guardian of an adoptee who is under 18 years of age or adjudicated incapacitated.\n(4) A descendant of a deceased adoptee.\n(5) A birth parent of an adoptee who is 21 years of age or older.\n(6) A parent of a birth parent of an adoptee who is 21 years of age or older, if the birth parent consents, is adjudicated incapacitated or is deceased.\n(7) A birth sibling of an adoptee, if both the birth sibling and adoptee are 21 years of age or older and:\n(i) the birth sibling remained in the custody of the birth parent and the birth parent consents, is deceased or adjudicated incapacitated;\n(ii) both the birth sibling and the adoptee were adopted out of the same birth family; or\n(iii) the birth sibling was not adopted out of the birth family and did not remain in the custody of the birth parent.\n(b) Who may be the subject of a request for information.--An individual enumerated under subsection (a) may request nonidentifying or identifying information regarding or contact with the following individuals:\n(1) An adoptee who is 21 years of age or older.\n(2) A birth parent of an adoptee.\n(3) A parent of a birth parent of an adoptee who is 21 years of age or older, if the birth parent consents, is adjudicated incapacitated or is deceased.\n(4) A birth sibling of an adoptee, if both the birth sibling and the adoptee are 21 years of age or older and:\n(i) the birth sibling remained in the custody of the birth parent and the birth parent consents, is deceased or adjudicated incapacitated;\n(ii) both the birth sibling and the adoptee were adopted out of the same birth family; or\n(iii) the birth sibling was not adopted out of the birth family and did not remain in the custody of the birth parent.","path":["Title 23 - DOMESTIC RELATIONS","PART III ADOPTION","CHAPTER 29 DECREES AND RECORDS","SUBCHAPTER D RELEASE OF INFORMATION"],"source_url":"https://www.palegis.us/statutes/consolidated/view-statute?txtType=HTM\u0026ttl=23\u0026div=0\u0026chpt=29\u0026sctn=31\u0026subsctn=0","current_through":"2026-07-29 (Statute Update stamp, 23 Pa.C.S.)","vintage":"","retrieved_at":"2026-09-02T16:31:43Z","sha256":"5405761cd83edffa79d5752c6263cbe2974b1ceed9776eef89f2cc52fa411d53","source_id":"us-pa","stale":false,"prev":"us-pa/23-pa.c.s.-2926","next":"us-pa/23-pa.c.s.-2932"},"notice":"GroundRules: Original legal text.
