Laws § 37-2-2","heading":"General provisions.","body":"(a) This chapter shall be liberally construed and applied to promote its underlying purposes and policies.\n(b) The underlying purposes and policies of this chapter are to:\n(1) Simplify, clarify, and modernize the law governing purchasing by the state of Rhode Island and its local public agencies;\n(2) Permit the continued development of purchasing policies and practices;\n(3) Make as consistent as possible the purchasing laws among the various states;\n(4) Provide for increased public confidence in the procedures followed in public procurement;\n(5) Ensure the fair and equitable treatment of all persons who deal with the procurement system of the state;\n(6) Provide increased economy in state and public agency procurement activities by fostering effective competition;\n(7) Provide safeguards for the maintenance of a procurement system of quality, integrity and highest ethical standards; and\n(8) Ensure that a public agency, acting through its existing internal purchasing function, adheres to the general principles, policies and practices enumerated herein.","path":["Title 37 Public Property and Works","Chapter 2 State Purchases"],"source_url":"https://webserver.rilegislature.gov/Statutes/TITLE37/37-2/37-2-2.htm","current_through":"site files published 2025-08-13","vintage":"","retrieved_at":"2026-09-05T19:59:05Z","sha256":"92244a9d58b7ecebcd2be35fd374dac55854a5084bb479fe2931ae88ad374ab9","source_id":"us-ri","stale":true,"prev":"us-ri/r.i.-gen.-laws-37-2-1","next":"us-ri/r.i.-gen.-laws-37-2-3"},"notice":"GroundRules: Original legal text.
