Laws § 45-13.2-2","heading":"Legislative findings.","body":"It is hereby found and declared as follows:\n(a) The fiscal health of its municipalities is of paramount importance to the state of Rhode Island;\n(b) Local municipalities in Rhode Island are facing ever-increasing costs for retirement related expenses;\n(c) Retirement plans represent significant cost drivers for municipal budgets;\n(d) Many municipalities currently have significantly under-funded retirement plans;\n(e) These unfunded liabilities either jeopardize or threaten to jeopardize the fiscal stability of municipalities;\n(f) Fiscal instability in a municipality adversely affects the state’s financial interests; and\n(g) Local municipalities should be encouraged to improve the sustainability of their retirement plans by reducing the unfunded liabilities thereunder and by funding the plans in a fiscally responsible manner.","path":["Title 45 Towns and Cities","Chapter 13.2 Municipal Incentive Aid"],"source_url":"https://webserver.rilegislature.gov/Statutes/TITLE45/45-13.2/45-13.2-2.htm","current_through":"site files published 2025-08-13","vintage":"","retrieved_at":"2026-09-05T20:00:44Z","sha256":"dfa8a86798479316f1a004ad7cd0973c602c63a86e52d400e045d57737a00c0f","source_id":"us-ri","stale":true,"prev":"us-ri/r.i.-gen.-laws-45-13.2-1","next":"us-ri/r.i.-gen.-laws-45-13.2-3"},"notice":"GroundRules: Original legal text.
