The grounds for contesting the withholding shall be limited to:\n(1) A dispute concerning the existence or amount of the order for support or delinquency or arrearage; or\n(2) The proper identity of the obligor.\nThe department may adopt rules pursuant to chapter 1-26 to implement the provisions of this section.","path":["TITLE 25.
