The Department of Public Safety shall promulgate rules, pursuant to chapter 1-26, to provide for the prorating of driver license and nondriver identification card fees for persons under twenty-one years of age if the license or nondriver identification card would be valid for less than a five-year period.","path":["TITLE 32.
