Each member shall serve until a successor is appointed and qualified. No member may be appointed to more than three consecutive full terms. Appointment of a person to an unexpired term is not considered a full term for this purpose.\nAt the expiration of a term, or if a vacancy occurs, the Governor shall appoint a new board member.
