Code Ann. § 4-10-104","heading":"Duties","body":"The commission shall:\n(1) Serve as a forum for the discussion and resolution of intergovernmental problems;\n(2) Engage in such activities and make such studies and investigations as are necessary or desirable in the accomplishment of the purposes set forth in § 4-10-101 ;\n(3) Consider, on its own initiative, ways and means of fostering better relations among local governments and state government;\n(4) Draft and disseminate legislative bills, constitutional amendments and model local ordinances necessary to implement recommendations of the commission;\n(5) Encourage, and where appropriate, coordinate studies relating to intergovernmental relations conducted by universities, state, local and federal agencies, and research and consulting organizations;\n(6) Review the recommendations of national commissions studying federal, state and local government relationships and problems and assess their possible application to this state;\n(7) Study issues relating to changing federalism, including federal devolution, block grants, preemptions, mandates, and the tenth amendment to the Constitution of the United States;\n(8) Study tax equivalent payments by municipally owned electric operations to the various taxing jurisdictions within the state;\n(9) Study the laws relating to the assessment and taxation of property;\n(10) Conduct an annual study of the fiscal capacity of local governments to fund education; and\n(11) Conduct an annual infrastructure study.","path":["TN Code","Title 4","Chapter 10"],"source_url":"https://oss-data-us.vaquill.ai/v2026.08/us_tn_statutes.parquet","current_through":"2026-08-14","vintage":"open-us-law v2026.08, retrieved 2026-09-14","retrieved_at":"2026-09-14T18:32:26Z","sha256":"618907ab085869b59485d4bfd1729679ceae97c0720cafda1d1712b21a1f7155","source_id":"us-tn","stale":false,"prev":"us-tn/tenn.-code-ann.-4-10-103","next":"us-tn/tenn.-code-ann.-4-10-105"},"notice":"GroundRules: Original legal text.
