Code Ann. § 4-33-103","heading":"Chapter definitions","body":"As used in this chapter, unless the context otherwise requires:\n(1) \"Agency\" means every department or organization described in chapter 3 of this title; and\n(2) \"Agency action\" includes any action by an agency or subdivision thereof that may have substantial economic impact upon any person.
