Code Ann. § 49-7-902","heading":"Legislative findings","body":"The general assembly finds and declares that:\n(1) It is an essential function of government to foster and encourage schools and the means of education, as provided in the Constitution of Tennessee, Article XI, § 12;\n(2) It is a responsibility of state government to maintain institutions of higher education;\n(3) It is an essential function of state government to encourage attendance at institutions of higher education;\n(4) Tuition costs at institutions of higher education are difficult for many to afford and it is difficult for individuals and families to plan for the costs of higher education;\n(5) It is in the best interest of the people of this state to foster higher education in order to provide well-educated citizens;\n(6) Students in elementary and secondary schools tend to achieve to a higher standard of performance when the payment of tuition for their higher education is secured; and\n(7) Providing assistance in the higher education of the citizens of this state is necessary and desirable for the public health, safety and welfare.","path":["TN Code","Title 49","Chapter 7"],"source_url":"https://oss-data-us.vaquill.ai/v2026.08/us_tn_statutes.parquet","current_through":"2026-08-14","vintage":"open-us-law v2026.08, retrieved 2026-09-14","retrieved_at":"2026-09-14T18:32:26Z","sha256":"620379af705d7a8e19ea2f5395f7bae2a12a004546f731237ce1861bc8a7bacd","source_id":"us-tn","stale":false,"prev":"us-tn/tenn.-code-ann.-49-7-901","next":"us-tn/tenn.-code-ann.-49-7-903"},"notice":"GroundRules: Original legal text.
