(b) (1) When a retailer sells lead-acid batteries, the retailer shall accept used lead-acid batteries as trade-in batteries. (2) For the purposes of this subsection (b), \"retailer\" does not include a person who sells articles of personal property of which a lead-acid battery is a component part.
