The commission may by a two-thirds vote adopt rules more stringent than the rules relating to minimum standards for cooperative programs adopted by the Animal and Plant Health Inspection Service of the United States Department of Agriculture.\nActs 1981, 67th Leg., p. 1429, ch. 388, Sec. 1, eff.
