Agriculture Code § 71.042","heading":"DUTY OF DEPARTMENT; RULES.","body":"The department shall enforce this subchapter and may adopt rules as necessary for the immunity and protection of plants from diseases and insect pests, including rules that:\n(1) regulate the traffic, growing, shipping, selling, and leasing of nursery products;\n(2) provide for the inspection and control of florist items; and\n(3) relate to city, private, or public parks, or shade trees, shrubbery, and ornamentals along city streets or property or on city residences.\nActs 1981, 67th Leg., p. 1156, ch. 388, Sec. 1, eff.
