Government Code § 1502.003","heading":"CREATION AND MAINTENANCE OF COMBINED SYSTEM.","body":"Notwithstanding any law or municipal charter provision to the contrary, the governing body of a municipality may create and maintain one or more combined systems on a finding by the governing body that it is in the best interests of the municipality to create and maintain the combined system.
