In adopting rules under this section, the department shall focus on circumstances in which the benefit of compliance for individuals with disabilities is relatively minor and the cost of compliance is relatively great.\nAdded by Acts 2005, 79th Leg., Ch. 750 (H.B. 2819), Sec. 1, eff.
