Government Code § 2155.061","heading":"COMPTROLLER PURCHASING SYSTEM.","body":"(a) The comptroller shall acquire by purchase, lease, rental, or another manner all goods and services for a state agency, including a purchase that does not require a competitive bid or a spot purchase.\n(b) The comptroller shall operate an effective and economical system for purchasing goods and services.\nAdded by Acts 1995, 74th Leg., ch. 41, Sec. 1, eff.
