Government Code § 2166.062","heading":"RULEMAKING AUTHORITY.","body":"(a) The commission may adopt rules necessary to implement its powers and duties under this chapter.\n(b) A rule adopted under this section is binding on a state agency on filing of the rule with the secretary of state.\n(c) The commission shall prepare and publish a manual to assist using agencies in complying with this chapter and commission rules.\n(d) Copies of the manual required by this section shall be:\n(1) distributed to using agencies; and\n(2) available to architects, engineers, contractors, and others who need and request copies.\nAdded by Acts 1995, 74th Leg., ch. 41, Sec. 1, eff.
