Government Code § 2254.039","heading":"COMPTROLLER'S RULES.","body":"(a) The comptroller shall adopt rules to implement and administer this subchapter. The comptroller's rules may not conflict with or cover a matter on which this subchapter authorizes the governor to adopt rules.\n(b) The comptroller shall give proposed rules to the governor for review and comment before adopting the rules.\nAdded by Acts 1993, 73rd Leg., ch. 268, Sec. 1, eff.
