Government Code § 418.104","heading":"INTERJURISDICTIONAL PROGRAMS.","body":"The governor may recommend that a political subdivision establish and maintain a program and form an interjurisdictional agency jointly with one or more other political subdivisions if the governor finds that the establishment and maintenance of a joint program or participation in it is made necessary by circumstances or conditions that make it unusually difficult to provide disaster mitigation, preparedness, response, or recovery services under other provisions of this chapter.\nActs 1987, 70th Leg., ch. 147, Sec. 1, eff.
